A Survey Service Pattern of Public of Public Health Nurese in One Rural Area

Abstract
The system of registered nurses was kicked off in 1903 followingly the foreign nursing services came into Korea. Actual nursing system was functioned since liberty of nations from the Japanese control. Therefore the public health nurses were able to work in the community since the reset up of the health center laws in 1963. In public health net work, the public health nurses are most important one of health term members because the public health nurses have direct responsibilities and frequent opportunities to contact the community peoples in order to accomplish the community health demand. In this respect the public health administrators faced the difficulty to establish a policy and to manage the personnel distributing in the local health centers. One reason seems to be frequent turn over and the other is suspected the exoduse of the nurses for foreign countries since 1965.
This survey was conducted from September 1 to October 30 1966 in Chung Chong Nam Do to detect the reasonable causes and influential factors for stabilizing system of the public health nursing administration during the period of January 1, 1963 through October 30, 1965.
This personnel survey obtained the following conclusions.
1. There are many vacants of public health nursing positions in chung Chong Nam Do. Average vacant of each health center is three and altogether 47 out of 110 posts were unfilled.
2. Resigned nurses personal data:
age distribution; 21~24 years was 52.8%
martial status; single 70.7%, married 27.5%
More than 60% of the resigned nurses were born in Chung Chong Nam do.
3. Under employing nurses personal data:
age distribution; 21~24 years - 17.0%
and over 25 years - 78.6%
martial status; single - 35.1%, married - 59.4%
More than 60% of existing nurses were born in Chung Chong Nam do.
4. Qualifications of the resigned nurses:
vocational nursing high school graduates 87.2%
junior college graduates 12.0%
nurse/midwife 62.7%
5. Qualifications of the under employing nurses:
vocational nursing high school graduates 76.5%
junior college graduates 14.9%
nurse/midwife 62.7%
6. The more frequent turn over of the nurse had been made in maternal and child health clinic and medical care clinic.
7. The temporary post had been lost more nurses than the regular ones. Therefore 60% of the resigned nursing posts were temporary.
8. 51.8% of resigned nurses were received public health nursing training at National Institute of Health.
9. 54.9% of resigned nurses had no experiences before came to the health center.
10. The number of resigned nurses in local health centers showed gradual increase in year by year. In 1963 was 13.8% 1964 was 17.7%, 1965 was 20.2%, and 1966 was 48.5%
11. The number of resigned nurses and their service durations at the health center was less than 6 months was 17.2%, 6 months to 1 year was 20.5%, 1 year to 2 years was 29.9%.
The total number of resigned nurses and within two years from their employing was 67.6%.
Followingly, local health department have to secure the public health nurses for their own community health development.
